Web-based guidance on aligning a quality assurance approach with EQAVET


The Bruges Communiqué of December 2010 outlined a series of actions to make vocational education and training (VET) a more modern and attractive option in order to support employability and economic growth; and strengthen social cohesion in Europe.

The Communiqué includes a mid-term plan with specific measures at the national level. In relation to quality assurance (QA), this plan invites countries to ‘establish a national QA framework in accordance with the EQAVET Framework by 2014’. Beginning the alignment process

Although it may be to your advantage, ultimately, to align your current QA approach with EQAVET, as a decision maker or provider you may not be ready to implement it. Before such an exercise takes place it is important to assess your readiness for change. Readiness is defined as a development point at which a person, organisation, or system has the capacity and willingness to engage in a particular activity.

Assessing the current situation

As you assess whether your current QA approach could be aligned with EQAVET, you need to establish first where you are, and where you want to be. In order to ascertain the degree of change you may need or wish to consider, ask yourself/improvement culture and management culture. The core issue is that you will need to adapt your current QA approach in order to implement EQAVET successfully.

Setting out an alignment roadmap

Sometimes a new way of doing things is not understood or meets resistance, at other times implementers fail for lack of experience or because they underestimate the amount of time it takes to implement the change successfully. Decision makes can prepare for these pitfalls, learn from past experiences and assess whether they are ready to align their current QA approach with EQAVET.

Developing an alignment action plan

Aligning a current QA approach with EQAVET sounds complex but, in reality, it is simple about understanding VET, labour market use of that understanding to improve VET and to ensure success in the londer term. Ultimately, it is about working together to achieve larger ambitions for VET.
