Mr. Gruber studied history and German and Dutch literature at the Wilhelms-Universität in Münster. From 1992 until 1999 worked in the public service of Saxony. At the end of 1999 moved into the Federal Institute of Vocational Vducation and Training, where he led the group publishing until 2006. Since the summer 2008 he is responsible for the installation and developement of the German reference point for quality assurance in vocational education and training (DEQA-VET).
