About this Organisation:

The National Institute of Vocational and Adult Education is a fully authorised, independently managed central budgetary organ. The National Institute of Vocational and Adult Education as a background institute of the Hungarian Ministry of Labour and Social Affairs, in accordance with its deeds of foundation, is the national authority in the field of VET that manages and coordinates all activities concerning VET as well as develops new concepts, prepares policy making procedures and implements the policies issued by the Ministry. The Institute conducts, initiates, organizes and coordinates regional and nation-wide research activities. It provides professional support to experiments, research and the implementation of innovative efforts initiated or performed by teachers and institutions engaged in vocational education.

The National Institute of Vocational and Adult Education manages the Development Programme for vocational schools and been the driving force of all activities promoting the implementation of the European Reference Framework for VET in Hungary. The Institute makes comparisons between domestic and international qualification requirements, develops the set conditions under which vocational qualification adapted to European requirements can be equivalent. The Institute operates National QA Reference Point for VET as well as NRP for the management of Europass certificate supplements and the Hungarian National Observatory.

Katalin Molnár-Stadler has been dealing with quality since early ’90-ies. She has a degree of Economist specialised in TQM (Total Quality Management), MSc. and she took part in the implementation of many quality / TQM projects in different fields while being employed as quality consultant by a Dutch consultancy company. Since 2000 she’s been playing in different positions – as the programme director of the nation-wide COMENIUS 2000 Quality Improvement Programme for Public Education, founder and award manager of the Hungarian Public Education Quality Award and registered quality expert within the Development Programme for Vocational Training Schools – a decisive role in the development and implementation of many practical initiatives aiming at enhancing the quality of education in Hungary. She’s been the driving force and leading expert of the CQAF implementation process to the school-based VET in Hungary. She also did the adaptation of the European Peer Review procedure to the Hungarian context. In 2005 she was designated to the European Network for Quality Assurance in VET as the official representative of Hungary, since 2007 she’s been an elected member of this Networks’ Board. In 2008 she took part in the EQARF consultation process on European level, was appointed as the expert to the reporter preparing the official opinion of the European Economic and Social Committee (EESC) on the EQARF Recommendation. In 2009 she was one of the two developing experts responsible for designing an integrated approach to quality management in the Hungarian VET sector as a whole (comprising school-based VET, CVET, adult VET and higher level VET) in line with EQARF. The Hungarian Reference Framework will be piloted in approx. 1.000 VET providers.
