  Council Recommendation ‘Youth on the move’ - promoting the learning mobility of young people

  The recommendation encourages Member States to take appropriate steps in order to remove inter alia administrative and institutional obstacles which are still impeding progress in this area. At the same time, it fully respects Member States' competences and responsibilities under national and European legislation.

  The Council emphasises that education and training have a fundamental role to play in achieving the ‘Europe 2020’ objectives of smart, sustainable and inclusive growth, notably by equipping citizens with the skills and competences which the European economy and European society need in order to remain competitive and innovative, but also by helping to promote social cohesion and inclusion.

  Commission Staff Working Paper on the development of benchmarks on education and training for employability and on learning mobility

  The report includes possible approaches to the framing of European benchmarks and outlines how it could be possible to make use of existing data. It also acknowledges limitations in the information-base regarding both issues and suggests to enhance data availability in the future, while seeking to minimise administrative burdens by maximising the use of existing surveys.
