Indicator 8. Prevalence of vulnerable groups

Indicator 8 Operational definition Which examples Why this could help
  1. Percentage of participants in VET classified as disadvantaged groups (in a defined region or catchment area) according to age and gender;
  2. Success rate of disadvantaged groups according to age and gender.
  1. Percentage of participants and of programme completers from disadvantaged groups, defined at European and national level, from the total number of participants and VET programme completers;
  2. Percentage of programme completers, from disadvantaged groups defined at European and national level, compared to the number of those entering.
3 – being clear about responsibility avoids confusion and helps to identify which organisations are accountable for supporting disadvantaged groups
4- using agreed information and data collection systems helps to measure progress in a systematic and consistent way
5 – a targeted communications campaign sets out and encourages disadvantaged groups to access training
6 – as some training providers are more successful than others in supporting disadvantaged groups, effective practice can be developed through learning lessons from pilot projects
