Indicator 3 Operational definition Which examples Why this could help
  1. Number of participants in VET programmes, according to the type of programme and the individual criteria.
  1. Percentage of annual cohort completing lower secondary school/compulsory education participating in IVET programmes at upper secondary level (which lead to a formal qualification);

  2. Percentage of active population (15-74 years old) entering continuing education and training (CVET) programmes (which lead to recognition).

1 – clear systems to decide which organisations can offer courses ensures that more candidates take programmes that lead to formal qualifications
5 – publicising those courses and qualifications that are approved encourages the take-up of formal qualifications
7 – using feedback helps training providers to improve provision which encourages greater participation
10 – working with external partners helps to ensure that programmes are fit for purpose and all stakeholders can be confident about encouraging candidates to study for formal qualifications
