Brief description of the context of the VET system in Lithuania
In Lithuania VET programmes are designed for learners of different ages and educational backgrounds. The content of VET qualifications is defined in VET standards which will be replaced by sectoral qualifications standards in the near future. These standards will describe the most important qualifications in specific sectors of the economy at different levels of the Lithuanian qualifications framework (LTQF). Since 2013, priority has been given to learning-outcomes-based modular VET programmes; their development is currently in progress.
Although VET in Lithuania is school-based, practical training and training in enterprises are a major part. Both, in IVET and CVET, practical training comprises around 70% of the total time allocated to vocational subjects. In IVET 8 to 15 weeks is business–based or a school-based workshop simulating working conditions. Progressing the implementation of apprenticeships is considered a national priority and policy initiatives are in process.
The national approach to improving VET quality assurance is set out in the VET quality assurance system concept (2008) that is in line with EQAVET, the European Quality Assurance Reference Framework for VET. In recent years VET providers have introduced internal quality assurance systems, and external assessment of VET programmes was implemented providing recommendations for national, sectoral and schools levels. Aligning the VET quality assurance system with EQAVET is ensured through activities for developing a quality culture for VET providers, promoting a quality circle nationally, encouraging and supporting VET providers’ regular self-assessment.
