Definition: In the European policy agenda, a group belonging to one of the following categories:

  • poor people;
  • one-parent families;
  • minorities;
  • Roma;
  • elderly people;
  • people with disability;
  • homeless;
  • alcohol and drug abusers;
  • early school leavers;
  • long-term unemployed.
