Brief description of the context of the VET system in FYRM

Vocational education and training (VET) holds a priority place as a contributor to human capital development, economic growth, the reduction of unemployment, better employment and social cohesion in the Republic of Macedonia. Secondary education is compulsory. Reforms in vocational education and training are intended to strengthen lifelong learning, to make mobility a reality and to improve the quality, effectiveness and efficiency of education and training. Moreover, VET promotes equity, social cohesion and active citizenship. Legislation: The Law on VET and the Law on adult education were adopted. There are several amendments to the laws. The Rulebook for Licensing Institutions Delivering Adult Education Programmes and the Rulebook for Verification of Special Adult Education Programmes were developed as well. Policies: The Concept for State Matura, School Matura and Final Exam were adopted and introduced in secondary VET. The Concept for vocational skilling (two-year VET programmes) and the Concept for secondary vocational education for occupations (three-year VET programmes) were developed. Institutional strengthening: The VET Centre and VET Council; The Adult Education Centre and Adult Education Council were established.
