Brief description of the context of the VET system in in Luxembourg
The Ministry of Education, Children, and Youth (Ministère de l’Éducation nationale, de l’Enfance et de la Jeunesse - MENJE) is responsible for all types of education including VET (excluding higher education, however). It is responsible for legislation and policy developments for all types of education – from nursery to secondary education (including VET) – and lifelong learning.
Technical secondary education is composed of an IVET system and a general technical system. In Luxembourg most secondary schools provide both general and technical secondary education including VET.Initial VET always combines company-based and school-based learning with the majority of the training pathways being organised as dual apprenticeship schemes, where students spend between 1 and 3 days at school and the rest of the week at the workplace, and other trainings being organised as school-based schemes in combination with a minimum 12 weeks work placements.
Luxembourg has implemented major changes in its VET system as a consequence of the 2008 VET reform (Law of 19 December 2008) with the overall aim of better fulfilling new labour market needs in terms of qualifications. EQAVET principles were taken into account when reforming the VET system.
All major elements of the framework are implemented concerning IVET. In terms of CVET, as the implication and the responsibility of public authorities are more limited, only parts of the system can be covered by a national framework. In both areas there is an on-going process of improvement of policies and mechanisms in place.
